PM preaching peace accommodation of unrest at home: Fakhrul

Market manipulators must not be allowed to get away!

 Unless Prime Minister Sheikh Hasina checks the slide in stock markets, experts fear that the government will bear the brunt of investors? anger making it extremely unpopular among a big cross-section of voters who provide crucial support to any political party.

Directors of 46 listed companies now under SEC pressure to raise their share holding to 30 percent are trying to reduce the prices of shares so that they can buy them back at lower prices.


These directors are working against the interests of small investors by manipulating share prices so that they can pick up the required 30 percent as cheaply as possible.


These directors have a long history of cheating and deceiving small investors. A few of them were caught with their pants down in 1996. But they went scot-free. Now many other manipulators are taking a leaf out of the book of the 1996 villains.


One of the 46 companies under the SEC scanner is Beximco Pharma of Salman F. Rahman. Its directors hold only 3.8 percent of shares. They sold the rest violating SEC regulations fuelling the decline in stock index since January 2010.


Such companies are acting against the government?s initiative ? well-meaning but rather late in the day ? to stabilise the markets and bring back investors? confidence by making big companies accountable to small investors.


On Sunday the markets plunged by 308 points exposing the greed of big companies in the face of small investors? soaring expectations after Wednesday?s package of incentives announced by Securities and Exchange Commission.


Market insiders accuse the 46 companies of fleecing investors to line their own pockets by triggering panic sale of shares held by small investors.


The government has ordered 46 companies to pick up 56.71 crore shares from the market within six months. As per Thursday prices, the companies will have to spend Taka 5612 crores. Hence they are resorting to dubious means to meet SEC?s directives.


One of the best steps announced so far is to draw black money into stocks without asking questions about the source. Any delay in implementing it will trigger the exodus of Bangladesh?s undisclosed and unaccounted wealth to safe havens like Malaysia.


If small investors are cheated again and reduced to poverty, they will be forced to commit crimes destroying the law and order situation in Dhaka and elsewhere in the country. Directors with a history of cheating small investors will not be able to sleep peacefully in their air-conditioned bedrooms at night.


Announcing 21 measures is not enough. The watchdog must not only bark but it be ready to bite those working against the interests of small investors.


It?s high time to implement the recommendations of the Khandkar Ibrahim Khaled Committee and bring to justice the culprits of the 2010 share market scam to put the fear of law in the hearts of today?s scamsters.

Govt backtracks on move to amend upazila act

Govt backtracks on move to amend upazila actChairmen to retain executive power? Kamran Reza ChowdhuryThe government has backtracked on its move to amend the Upazila Act 1998 to curtail the executive power of the upazila (local government body) chairmen.

LGRD and Cooperatives Minister Syed Ashraful Islam at a meeting of the parliamentary watchdog on his ministry on Sunday consented to the demand of upazila chairmen for retaining their executive power.


Upazila chairmen are enjoying executive power as per the Local Government (Uapzila) Act 1998 and will continue to exercise the power, the minister told the meeting.


The Local Government (Uapzila) Bill 2010, tabled in parliament on December 2 last year, proposed handing over of the executive power of upazila chairmen to the upazila council.


The council consists of chairman, two vice chairmen of a upazila and chairmen of all the union parishads under the same upazila.


Upazila chairmen and vice-chairmen in October threatened that they would resign en mass if the bill is passed in parliament. They, however, refrained from doing so as per advice from the state minister for local government Jahangir Kabir Nanak.


The Upzilla Bill 2010 proposed that the government will be able to suspend any elected chairmen and vice chairmen if the authorities take cognisance of criminal charges against them.


The parliamentary standing committee on the local government ministry also recommended that vice-chairmen should head 17 committees of the upazila council.


As per the parliamentary watchdog?s recommendation, upazila chairmen will issue Annual Performance Report (APR) on Uapzila Nirbahi Officers (UNOs).


?The upazila chairmen will enjoy executive power of the council,? Noor-E-Alam Chowdhury, a committee member who presided over the meeting of the parliamentary body, told daily sun after the meeting.

Monday meaning that the Upazila Bill will get through the House on the day.


Leaders of the upazila chairmen association earlier told daily sun that the bill would make the elected representatives subservient to the Upazila Nirbahi officers (UNOs).


They demanded that the elected chairmen should have the power to issue annual confidential report (ACR) ? an essential document for the promotion of the public servants?to have control over the bureaucracy.


?They (chairmen) will issue APR for the UNOs,? said Chowdhury adding that the standing committee made the suggestion to strike a balance in the upazila administration.


Ruling Awami League?s allies ? Rashed Khan Menon of the Workers? Party and Hasanul Haq Inu of the Jatiya Samajtantrik Dal?opposed curtailing the power of upzilla chairmen.


While tabling the bill in parliament around a year back, Syed Ashraful Islam rejected objection of the two lawmakers, saying that the parliamentary committee will amend the anomalies, if any, in the proposed law.


Prime Minister Sheikh Hasina at a meeting with the leaders of the upazila chairmen association assured them of looking into their interests.

BNP men attacked on way to Khaleda�s rallies

 At least 60 people were injured as ruling party men allegedly attacked BNP activists in Bagerhat and Jessore on their way to the opposition chief Khaled Zia?s separate rallies on Sunday.

In Bagerhat, at least 50 people, including Chitalmari UNO and OC were injured in a clash between Awami League and BNP activists in Chitalmari uapzila headquarters over taking part in a BNP rally.


Police said the clash ensued as some local Awami League activists obstructed the BNP men when they were going to Shat Gumbaj union parishad premises in Bagerhat Sadar upazila to attend the roadside rally of BNP Chairperson Khaleda Zia at about 11:00am.


A chase and counter-chase took place between the supporters of the two parties. At one stage, they attacked each other with brickbats, leaving at least 50 people injured,


Chitalmari Uapzila Nirbahi Officer M Sohel Hasan and thana officer-in-charge Hasan Hafizur Rahman were among the injured.


Upazila Palli Bidyut office, local Awami League office, BNP office and eight shops were vandalised during the two-hour long clash.


Later, police brought the situation under control charging batons on the rowdy activists of the two arch rival parties.


In Jessore, a motorcade of BNP leaders and workers came under attack at Bagachra Bazar and Balunda Bazar in Sarsa upazila on Sunday morning on their way to BNP chairperson?s Jessore rally.

Govt kidney trade case sensational list

The Ministry of the Interior has the authorities on the kidney case in the list of sensational cases ordered trade.

NCC Mayor Ivy, 36 councillors sworn in

No army deployment, no polls: Khaleda

 Leader of the Opposition and BNP Chairperson Khaleda Zia on Sunday laid down two preconditions for holding elections - keep electronic voting machines out and deploy the army - if the government seriously wants the outcome to be acceptable to the masses.

?Awami League cannot rig the polls if the army is around. Its other weapon for manipulating poll results is the EVM. That?s why it wants to keep the army out and press EVMs into service,? Khaleda said while addressing a roadside meeting at Jessore Eidgah Maidan.


She branded the EVM as a ?machine for vote rigging.?


Khaleda Zia also alleged that the government has left no stones unturned to turn Bangladesh into a province of India.


The former prime minister further alleged that the Awami League-led grand alliance government has failed to sign the Teesta water sharing deal with India due to lack of its bargaining capacity.


She said her party?s countrywide road-march campaign has already turned into a mass upsurge as the government has been identified as incompetent and subservient (to India).


Terming the cabinet worthless, Khaleda Zia said ministers are incapable and know nothing but how to extort money. ?There is no control within the government as well as in the cabinet,? she said.


Dwelling on the ?miserable? conditions of power and energy sectors, Khaleda said Prime Minister Sheikh Hasina could not ensure adequate supply of electricity but she could cut power from the people who do not like her.


?All the mills and factories of Bangladesh are being destroyed in a planned way so that in course of time those could be taken over by India. The government has made all arrangements to make Bangladesh a country subservient to India,? she said.


The opposition leader warned if the situation continues, the country?s independence and sovereignty will be at stake.


?We have to take decision whether we will be subjected to torture or launch movement against this repressive regime,? she added.


Khaleda said an ?oust-government campaign? will be launched after Victory Day and that has to be made successful with spontaneous participation of people from all walks of life.


Organised by the BNP-led four party alliance, the meeting was presided over by the party?s acting Jessore district unit president Shamsul Huda.


After the wayside meting in Jessore, Khaleda Zia went to the mazar of Khan Jahan Ali in Bagerhat, where she offered fateha.


The BNP chairperson said establishment of Rampal Power Plant will adversely affect the ecology and natural beauty of the Sundarbans, world?s largest mangrove forest.


?So a movement should be launched to stop installation of power plant in the Sundarbans. To save the Sundarbans, I am with you and the country?s environmentalists are also with you,? she said while addressing a public meeting held at Khulna Circuit House Maidan.


Khaleda Zia also demanded construction of an embankment in the Cyclone Aila-affected areas and rehabilitation of the affected people there. She asked the government to immediately address the water-logging problem in Satkhira district and end inhuman sufferings of people there.


The former prime minister said that she had written thrice to the Indian government to stop construction work of the Tipaimukh Dam, which will cause a catastrophic impact on the ecology of Bangladesh.


Khaleda said she asked the Indian government to conduct a joint technical survey first before going for implementation of the project.


?Raise your (the government?s) voice against the construction of Tipaimukh Dam. If you do not have the courage, please step down; the people will protest and do whatever necessary to halt it,? she said.


Citing the government?s corruption spree centring construction work of proposed Padma Multipurpose Bridge, Khaleda Zia said two bridges at separate points over the Padma River would be constructed if her party is voted to power.


One of the bridges will connect Daulatdia with Paturia ghat and the other one will be built at Mawa point of the river, she said.


Khaleda alleged the government has given its party leaders the licence to set up rental power plants to commit corruption in a free-style.


The BNP chairperson pledged that if her party is voted to power, it will revitalise the industrial units in Khulna region.


The meeting was presided over by Khulna BNP unit president Nazrul Islam Manju. Senior BNP leaders and also leaders of its alliance partners and like-minded parties spoke at the rally.


After the meeting, Khaleda Zia took rest at Circuit House before leaving Khulna for Dhaka.

Employees protest move to split DCC

 Police intercept Dhaka City Corporation officers and staff as they tried to form a human chain in front of Nagar Bhaban on Sunday, protesting the government?s latest move to chop Dhaka into two administrative areas. sun photoAt least 25 people were injured in a clash with police as employees of the Dhaka City Corporation protested the government move to split the local government body.

Prime Minister Sheikh Hasina, however, the same day justified the government initiative to split DCC saying that the decision is aimed at ensuring better services to the citizens of Dhaka.


The proposed bill is likely to be passed in the on-going parliament session.


Witnesses said police intercepted DCC employees and assaulted them when the protestors brought out a procession under the banner of DCC Officials and Workers Oikya Parishad at 11:00am in front of Nagar Bhaban. Police charged batons on the demonstrators and dispersed them.


Traffic on the road in front of Nagar Bhaban came to a halt as the agitated employees clashed with law enforcers. The clash continued for about 20 minutes when the entrance to Nagar Bhaban remained closed.


Eight of the injured people were said to be policemen and the rest DCC employees.


The DCC officials and employees observed three-hour pen down strike and joined a scheduled human chain programme to protest the government decision to split the city corporation.


Abdul Latif, member secretary of Oikya Parishad, alleged that a group of Awami League supporters hurled brickbats at them from nearby Usmani Uddyan when they were forming a human chain in front of the DCC Bhaban.


?As we went ahead, police in riot gear swooped on us and started charging batons indiscriminately,? he said.


SM Mosharraf Hossain, a union leader of DCC, said police attacked a peaceful procession when it was entering the DCC Bhaban.


However, Deputy Commissioner (DC) of Ramna Zone Krishnapado Roy told the journalists that police had to take action against the agitating people as they were demonstrating by blocking the nearby busy road.


The incident happened only a day after City Mayor Sadeque Hossain Khoka urged the government not to divide the DCC. He also told the media that none of the public representatives and representative bodies demanded bifurcation of DCC.


?It is not true that we are dividing Dhaka, it will remain in its original shape. But we are going to constitute two city corporations with the expanded areas of Dhaka city,? Hasina said while addressing the oath- taking ceremony of the mayor and councillors of Narayanganj City Corporation (NCC) at her office, reports BSS.


Hasina also said a bill to split DCC has been placed in the current session of parliament as the city has now been expanded up to Narayanganj in the southeast and Tongi in the north.


She said the number of city dwellers is increasing day by day and it is quite impossible to extend services to people from one point.


?With the rising number of population, the government has divided the police administration into eight zones to ensure proper service,? she added.


The prime minister said her government wants to strengthen the local government bodies to decentralise power. ?We are working relentlessly for the welfare of the people,? she said.


The government on Wednesday proposed a bill to divide DCC and create two city authorities ? Dhaka North City Corporation and Dhaka South City Corporation.


The proposed DCC bifurcation law, set to be passed in the current session of parliament, will authorise the government to appoint political leaders as administrators to the planned city corporations.


The parliamentary standing committee on local government ministry on Sunday finalised its recommendations on the Dhaka City Corporation division bill tabled in parliament on November 23 with minor changes.


The parliamentary watchdog, however, stipulated that the administrators in the proposed Dhaka North City Corporation and Dhaka City South City Corporation must not stay in office for more than 90 days.


Again, the standing committee also recommended that the elections to the proposed city corporations must take place in 180 days since the passage of the Dhaka City Corporation division bill.


State Minister for Local Government Jahangir Kabir Nanak tabled the Local Government (City Corporation) (Amendment) Bill-2011 for dividing Dhaka City Corporation into two local bodies in the city of 100,000 million people.


?The bill proposed appointment of first class public servants as the administrators to the city corporations. But we have cut the word ?first class? from the paragraph,? Noor-e-Alam Chowdhury, a committee member, told daily sun after the meeting at the parliament building.


?Our recommendation will authorise the government to appoint any high ranking public servants or any competent people as the administrators to the proposed city corporations until the elections take place,? said Alam who presided over the meeting in absence of Rahmat Ali.


?The administrators may even be the political figures,? he said.


Alam, a nephew of Hasina and whip in parliament, trashed the allegations saying an administrator will only be appointed for one term: only 90 days.


?If an administrator cannot hold elections in 90 days, the government will appoint another administrator. But the elections must take place in 180 days for newly created city corporations,? he said.


?Inshallah, the bill will be passed in the current session of parliament,? said Alam.


Local Government Minister Syed Ashraful Islam and his deputy Nanak also attended the meeting.

Magura car accident kills 11

Saudi King's right to vote are women

3 Observed mass collect signature day agitation


The inhabitants of both Australian and Indian enclaves observed their third day programme on Sunday, out of their 10-day agitation programmes, collecting mass signature in favour of their demands for early implementation of the enclave exchange deal between Bangladesh and India.

The movement would continue until realisation of their demand, the leaders said.

Stock investors want finance minister, BB governer to go


Stock market volatility in Dhaka led small investors in Barisal to hold a demonstration on Sunday demanding the removal of the finance minister and the Bangladesh Bank governor.

Outlawed party leader killed in Rab

Sirajganj: A regional commander of outlawed Purba Banglar Communist Party (Lal Pataka) was killed in crossfire with Rab-12 in Kamarkhand upazila under in Sirajganj on Thursday night.

The deceased was identified as Khorshed Alam, 34, son of late Abdus Sattar of Zatibari Rasulpur village under Kamarkhand upazila.


Lt Col ATM Anisuzzaman, director of Rab-12 in Sirajganj, told journalists at a press briefing on Friday morning that a team of Rab-12 led by DAD Mafiz Uddin raided Char-Tengrail village at about 2:30am when Khorshed and his accomplices were holding a clandestine meeting.


Sensing Rab?s presence, the extremists opened fire on Rab members and they retaliated in self-defence. At one stage of gunfight Khorshed Alam was hit by bullet while his accomplices fled. Officer-in-charge Sohrab Ali of Kamarkhand police station said that the dead body was sent to Sirajganj General Hospital for autopsy.

Saidul HaqueThough demand for spices has increased significantly in the last 10 years no measures have been taken to increase their cultivation domestically, multiplying the import bill many folds for the cooking ingredients, said experts.

The spice import bill has multiplied eight times in the last decade which is around US$ 127 million in 2010-11 fiscal year against US$ 15 million in 2000-01 fiscal year, according to Bangladesh Bank data.


?The authorities concerned did not take any effective measures to increase the area of the spice cultivation, making the government more dependent on import,? said an expert of spice research centre.


Besides, sometimes farmers are being deprived of getting benefits from major spice items, including onion and garlic, due to fall of market price as unscrupulous traders bring those items from India illegally, the expert said wishing anonymity.


He said the dependency on import of spices should be reduced by expanding their cultivation domestically.


The total cultivable land in the country is 14.056 million hectares, of which spices were cultivated on some 0.39 million in 2010, as per the data of regional spices research centre (RSRC) of Bangladesh Agricultural Research Institute.


The data also showed that the total production of spice items was 1.5 million tonnes in 2010 against the demand of 2.5 million tonnes.


The researchers of RSRC said there were many reasons, including fear of low market price and insufficient storage facilities, which discourage the farmers to cultivate the spice items.


Of the 109 items of spices available in the world, the people of Bangladesh consume 27 kinds of spices and farmers of the country grow some 17 kinds of spices, informed the RSRC researchers.


The farmers of the country mainly cultivate onion, garlic, turmeric, ginger and chilly. They also grow coriander, fenugreek, black cumin and cardamoms on a small scale, said Shahana Akter, principal scientific officer of RSRC.


She said the country is totally dependent on import to meet the demand of spice items like cumin, cardamom (small), clove, plum, pistachio, nutmeg, mace and saffron.


Habibur Rahman, director general of department of agriculture extension, on Tuesday told daily sun that the demand for spice items has increased significantly for the increasing number of population in the last few years.


The government is taking an initiative to specify the different spice-cultivating region in the country, he said.


Habibur Rahman said, ?We will identify the ginger, garlic and onion cultivation zones in the country and motivate farmers to cultivate spices beside paddy.?


Iqbal Haque Swapan, senior scientific officer of RSRC, said, ?We have a scope to expand spice cultivation as we have developed many varieties of spice items, including summer onion.?


He also said major portion of the country?s land is being used for paddy cultivation. If the farmers get proper price of spice items and sufficient storage facility, they will be motivated for cultivation of the spices.

They said usually young and physically strong people travel by trains all the year round. They can easily get into and get down from the trains.

But during Eid festivals, large numbers of elderly people, women and children go to their village homes to celebrate the religious festivals with their near and dear ones.

Most of them opt for train journey and take more time for getting into and getting down from the trains, causing train delay at every station, the officials said.

They said on average every home-bound passenger carries two big baggages with them during their journey for which they need additional time to load and unload.

And as per the railway rules, no train can leave any station without ensuring entry and exist of all the train passengers, the railway officials said.

?This is very usual that the elderly people, women and children will take more time than the young ones to get into the trains and get down from those,? Md Miajahan, joint director general (operation) of Bangladesh Railway, told daily sun while explaining the reasons of delayed operation of trains during the Eid festivals.

The loading and unloading of baggage also eat up a significant portion of time, he said.

Citing example, Miajahan said Ekota Express has 19 stoppages between Kamalapur and Dinajpur stations. ?If the train consumes additional five minutes at each stoppage, it will be delayed by about one and a half hours.?

He also said as per the railway?s operational manual, no train can leave the platform without ensuring exit and entry of all the designated passengers.

Bangladesh Railway authorities take a lot of flak as almost all of the passenger trains run late by one and two hours from the scheduled time during Eid rush.

?We have to bring the safety of passengers into focus instead of maintaining the schedule while operating the trains during Eid festivals,? the joint director general said.

Khalilur Rahman, BR additional director general (rolling stock), said his department had been trying to operate trains in time despite logistic limitations and huge load of passengers.

?Huge passengers travel on the train roofs. Drivers have to run the trains slowly so that no passenger falls from the roof,? said Rahman, urging people to be rational regarding delay in train operation.

He also said 137 out of total 440 stations are presently closed due to shortage of manpower. The trains have to cross the shut stations slowly as per the railway manual, contributing to the train delay.

Besides, the delay of one train affects the others as there is single rail track in many sections of the railway, said Rahman.

Railway?s operation wing sources said 106 trains (up and down) leave Dhaka for different destinations everyday.

Every year, the railway increases the number of coaches and engines to run trains ahead of the two Eid festivals.

Six men locked away in steel tubes for a year-and-a-half to simulate a mission to Mars are set to end the experiment.

The Mars500 project, undertaken at a Moscow institute, was intended to find out how the human mind and body would cope on a long-duration spaceflight.


It is a venture that has fascinated all who have followed it around the globe.


The study even saw three of the men carry out a pretend landing on Mars, donning real spacesuits and walking across an enclosed sandy yard. Mars Simulation Project

This meant probing the psychological and physiological effects of extended isolation.


Project simulated outward cruise, landing operations and return journey to Earth.


About 100 experiments were planned; crew partook in a series of medical studies.

Text communications only were possible with the ground; max 25min delay in round signal time.


The crew has comprised a trio of Russians (Alexey Sitev, Alexandr Smoleevskiy and Sukhrob Kamolov), two Europeans (Romain Charles and Diego Urbina), and a Chinese national, Wang Yue.

Tentative discussions have now begun between the partners on the International Space Station (ISS) about the possibility of doing some sort of isolation experiment in orbit.


Initially, this might simply involve introducing a delay in communications to controllers in Moscow and Houston, US. Ultimately, it could also involve removing crew members into separate modules to give them a taste of what the Mars500 participants have gone through.


Certainly, the partners want the ISS to become more of an ?exploration testbed? in the decade ahead - a platform to try out the new approaches and new technologies that will help humans move deeper into the Solar System.

Natore: A local leader of Jatiyatabadi Swechchha-sebak Dal was hacked to death by assailants at Dilalpur in Lalpur upazila Thursday night.

The deceased was identified as Bhasan Pramanik, son of Gias Pramanik and vice-president of Walia union unit Swechchhasebak Dal.


Sources said some assailants attacked Bhasan when he was returning home from local Dilalpur bazar at about 10:30 pm and hacked him to death.


On information, police recovered the body and sent it to hospital morgue for autopsy.


The motive behind the killing could not be known immediately. A case was filed. ?UNB

Voters express lack of confidence in EVMs

Most people, who voted in Narayanganj City Corporation polls using electronic voting machines (EVMs), expressed their lack of confidence in the system as they could not see the outcome of voting in ballot papers.

Brotee, an election observer group, came up with the observation on Friday on the basis of their monitoring of the NCC elections, especially the use of EVMs. The voters reportedly said while using EVMs they could not see in a concrete and visible form the vote unlike the way they are used to vote with traditional ballot papers.


Brotee mentioned that more than 20 percent (21 percent) people said they did not know how to give vote with the EVMs before the 30 October election.


However, around 88 percent people said they wanted to give vote with the EVMs again in every upcoming election, Brotee, a non-governmental organisation (NGO), told a press conference.


Main opposition Bangladesh Nationalist Party and its allies are wary of the EVM system, saying that the system might provide the ruling Awami League the opportunity to rig the elections.


Brotee organised the press briefing to disseminate their observation and survey result of Narayanganj City Corporation polls in Dhaka Reporters Unity in the capital.


?We observed the EVM voting in Narayanganj City Corporation polls in 41of 58 polling centres (71 percent) and conducted a survey around 700 voters before and after poll,? said Brotee?s chief executive officer (CEO) Sharmin Murshid.


She said before the vote 54 percent people said they do not know how to give vote with the EVMs while 97 percent people know how to vote with the EVM.


Before the vote 51 percent people thought that the EVM vote is ?safe? while after the vote 82 percent people thought that the EVM vote is ?really safe,? she added.


After the vote many people said that to give vote with the EVMs is easy, took little time and is easy to count. Many people also said they had no proper idea about the EVMs before the vote and they did not take any training about it so they felt ?problems? while voting with the EVM, Sharmin Murshid said.


Before the vote 58 percent people are in favour of EVM while after vote 88 percent people are in favor of EVM, she added.


She said, ?There was no violence before and after the election as well as the minority people cast their vote without any fear.?


?The election is on of the best election we have ever observed,? she added.


Law and order in the poll was satisfactory and the law enforcement agencies were found to have played a neutral role, she added.


Ali Hossain, coordinator of Brotee, Raghunath Raha, deputy director of Brotee and Khan Ahmed Murshid, managing director of Brotee were also present in the press conference.

Offshore gas BAPEX gains expertise to explore: JS Panel

Holy hajj today

Makkah: More than 2.5 million Muslim pilgrims began on Friday the rites of the annual hajj pilgrimage, leaving the holy city of Makkah for Mount Arafat, where Prophet Hazrat Mohammed (SM) had delivered his final hajj sermon.

Dressed in white, they flooded the streets as they headed towards Mina, around five kilometres (three miles) east of the holy mosque.

The Chinese-built railway will operate for the first time this year at its full capacity of 72,000 people per hour to ease congestions and prevent stampedes in which hundreds have been killed in past years.


The dual-track light railway connects the three holy sites of Mina, Muzdalifah and Mount Arafat ? areas that see massive congestion during the five-day pilgrimage.


It will replace 30,000 cars previously used, said project director Fahd Abu-Tarbush.


?The train this year is restricted to the pilgrims coming from inside Saudi Arabia and Gulf states, as well as 200,000 pilgrims coming from south Asia,? Tarbush told AFP.


?Mashair Railway will transport 500,000 pilgrims from Mina, passing by Muzdalifah, reaching to Arafat, in addition to one million pilgrims on the Tashreeq days,? which are on the 11th, 12th and 13th of the Muslim month of Dhul Hijjah.


Around 1.7 million Muslims descended on Makkah from around the world while between 700,000 and 800,000 pilgrims are coming from inside Saudi Arabia.

Another pilgrim, 58-year-old Mohammed Sadoreen from the Palestinian territories, said: ?I couldn?t believe the day has come when I would see this sacred place. This is the first time I come to hajj.?


The hajj will end on Sunday with Eid-ul-Azha, or the Feast of Sacrifice.

?We haven?t faced any problems. I didn?t expect all these services to be available,? said 55-year-old pilgrim Abdulhadi Badran.


Iran?s Shia pilgrims are another headache Saudi authorities are faced with during hajj season.


However, Crown Prince Nayef bin Abdul Aziz has dismissed any threat from pilgrims coming from Iran, despite rising tension between Tehran and Riyadh over an alleged Iranian plot to kill the Saudi envoy to Washington and past confrontations.


?The Iranians have always shown their respect for the hajj,? he said.


A total of 97,000 Iranians ? the maximum allowed for Iran under a Saudi system apportioning pilgrim quotas among the world?s biggest Muslim countries ? are in the holy cities of Makkah and Medina, Iranian media said Monday.


?We hope this year?s hajj (pilgrimage) will take place in a very calm and spiritual atmosphere,? the representative of Iran?s supreme leader Ayatollah Ali Khamenei at the pilgrimage, Hojatoleslam Ali Ghazi Asgar, said last week.


Saudi security forces have several times in the past confronted Iranian pilgrims holding anti-US and anti-Israeli protests.


In 1987, Saudi police efforts to stifle such a demonstration sparked clashes in which 402 people died, including 275 Iranians.

Govt plans major NGO clean-up

Aiming to make the country?s non-government organisations (NGOs) an effective force to propel social and financial development, the government is planning a major clean-up in this sector with revoking licences of wrongdoers and inactive ones.

The authorities concerned are also considering necessary reform in rules and regulations to address the issues those are not specifically covered by the existing policy and guidelines to effectively regulate this sector.


The regulator of this sector has already cancelled few thousands licences of such NGOs while it is also reviewing the activities of thousands of others to make the clean-up process beneficial to all concerned.


?We have cancelled licences of 4,530 NGOs in the past 10 years on various types of proven allegations and now examining licences of 11,047 more NGOs for taking necessary steps to ensure discipline in this sector,? Director General of NGO Bureau Nurun Nabi Talukdar told BSS.


Currently the country has 78,022 NGOs. Among them, many are allegedly involved in different activities ignoring the respective guidelines and the rules, prompting the regulator consider the major clean-up process. ?Some NGOs even do not have any registration while some others are carrying out devious activities only to make their own fortune,? the chief of the NGO watchdog said.


Among the illegal activities, microcredit operations by some NGOs came to the notice of the authorities concerned and eventually they decided to take legal steps against them to ensure discipline and transparency in this sector, Talukdar said.


Deputy Director of Social Welfare Department Zillur Rahman said the NGOs registered with his department are not allowed to carry out activities like microcredit though there are such allegations against many of them.


Referring to a government?s decision, which makes permission from NGO Bureau and Bangladesh Bank (BB) mandatory for all NGOs for microcredit operation, he said the authorities found many NGOs flouting rules in doing such activities.


The authorities also found some other allegations against many NGOs such as not carrying out any activities or maintaining offices, non-submission of annual reports and refraining from taking approval of their committee in every two years, stipulated in the rules and regulations.


Last year the government decided to cancel registration of over 20,000 NGOs that remain inactive for several years.


The official said there are also allegations of money laundering, gross financial irregularities and even links with terrorist activities.


Executive Director of NGO Bureau AKM Moazzem Hossain said the NGOs those are receiving fund from overseas should renew their registration in every five years with report on five years? activities, annual activity reports and audit reports. Otherwise, they lose their licenses.


Director of Federation of NGOs in Bangladesh (FNB) Tajul Islam said many NGOs did not renew their licenses and eventually lost their registrations.


He said the NGOs who failed to get any fund from overseas or local resources subsequently became inactive.


He admitted the fact that some NGOs are operating microcredit at their own fund or from local donors. ?BSS

Infrastructure dev needed for transit trade: Muhith

Others have involved in the case are Monwar Hossain main (40), AL followers and printing machine, Hiron Miah (40), AL followers, Kabir Sarker (42), AL followers, Amir Hossain Khan alias alias AMU (45), AL, supporters and complainant Manik Commissioner murder case and Mamun (25), followers of the al.

Two proceedings against 500 people

Railway authorities submitted two cases early Friday with Bhairab railway police raises more than 500 unidentified persons in torching of 10 bogies of a train by violent demonstrators on Wednesday after the killing of Narsingdi town mayor Lokman Hossain on Tuesday night.

Hundreds of people on the ground put up a barricade on the Dhaka-Sylhet Highway and a number of train bogies lit.

The demonstrators torched the Kishoreganj-bound train at the Bashail in the town.

Narsingdi railway station master Moran Chandra Das, said in his written complaints, a group of undisciplined men 400-500 with deadly weapons numbering the platform entered and plundered relay room and damaged signal and electric machine. It caused damage to properties, including the building in the value of TK 44 million.

Narsingdi mayor shot dead

Narsingdi municipality mayor and local Awami League leader Lokman Hossain was shot dead by unknown criminals in the district town on Tuesday night.

Sources said the mayor received three bullets in his chest, head and abdomen and he was rushed to Dhaka Medical College Hospital after the attack. He succumbed to his injuries at DMCH, party and medical sources said.


His companion Shyamol who also suffered bullet injuries in the attack was sent to Dhaka for treatment.


Witnesses said the mayor, also Narsingdi town AL general secretary, was talking to party men at about 8:30pm when a gang of three gunmen wearing masks entered the AL office and opened fire, leaving them critically injured.


Police confirmed the incident but could not immediately ascertain the motive behind the killing. No one was arrested till 9:00pm.


Locals suspected that the attack might be a sequel to the internal conflict of local Awami League.


As the news spread, AL activists brought out processions in different parts of the town. They were chanting slogans demanding immediate arrest of the killers. On information, huge contingents of police and elite-force RAB were deployed in the district headquarters as tensions mounted in the town.


?Panic gripped the common people of the town following the incident. Shops and markets were soon shut down,? says an eyewitness account of the scenes. Additional police super of the district Bijoy Bosak said, ?We are trying to track down the miscreants involved in the incident.?
