' The country's vegetable production has increased five times in comparison to late 70's. Presenting a key-note paper at a seminar on ' agriculture sector: present status and future prospect' at the DCCI auditorium in Dhaka on Saturday, Choudhury on agricultural expert, suggested the government set up medium and large scale industries and cold storages especially for vegetables under public-private partnership to ensure proper management of vegetables.


' Not only that the government should facilitate the way of sharing experiences of other major vegetable growing countries like Thailand and taking initiatives of imparting adequate training to the growers on preservation and collection of their produces to this end, "Choudhury added.


On the other hand, export of Bangladeshi vegetables export of mainly in major Asian and European countries had raised significantly as statistics showed that of vegetables jumped almost 40 per cent in 2007-'08 fiscal and value rose to $90.38 million against the consecutive period of the previous year.


'Although vegetable export has increased remarkably, it is yet to reach mainstream market,' Choudhry said adding that the main consumers of Bangladeshis vegetables were mainly non-resident Bangladeshi (NBRs) and expatriate workers.


As Thailand had achieved tremendous success in expanding its vegetable markets across the world, Bangladesh could share its experiences both theoretically and practically to into the enter world market, he opined.


' It's a matter of satisfaction that foreign airliners like Qatar, Gulf, Kuwait and Emirates airways have showed their interest to carry vegetables from Bangladesh, Choudhury added.


Reding cooking 20 per cent cash incentives provided by the government to the vegetable farmers, he suggested increase in incentives since the exporters had to pay 75 per cent of their earnings as freight charge.


According to statistics, vegetables cultivation has got momentum across the country and now it has turned into a full-fledged 'cash crop' from the ' kitchen garden' as export and local demand of these items have gone up remarkably during the last couple of years.


Many districts like Jessore, Jhenidah, Satkhira, Bogra, Rangpur, Jamalpur, Tangail, Narsingdi, Comilla, Gazipur and parts of Chittagong have been treated as 'vegetable basket' due to huge farming. Brinjal, beans, guards, tomato, cauliflower, cabbage, carrot, radish and spinach are being grown massively in these districts.


Speaking at the seminar as the chief guest, food and disaster management minister Dr Abdur Razzaque laid emphasised on commercialisation of agriculture so that farmers could get more benefit from agri-farming.


He called upon the private entrepreneurs to take appropriate measurers of their own and supplement the government efforts in commercialisation of agriculture which contributes 20.29 per cent to GDP and generates 63.2 percent of total national employment.


Among others, executive director of Krishi Gobeshona Foudnation Dr M Nurul Alam, DCCI president Asif Ibrahim, general manager of Bangladesh Bank Sukamal Sinha Choudhury, senior vice president of DCCI TIM Nurul Kabir and DCCI director Niaz Rahim also took part in the discussion.

Clean technology of brick kilns can dramatically reduce mortality in city

A brick kiln control law is under active consideration of the Government to curb heavy environmental pollution from energy-intensive and outdated brick kilns, Minister of State for environment and forestry of Hasan Mahmud said on Sunday.

Automatic vehicle control centres in operation taken

The Bangladesh road transport authority plans, local consultants run five automatic vehicle control centres, are to appoint idle for more than a decade.

Tiger code given lesson

The contracted cricketers of the Bangladesh Cricket Board and the members of the preliminary squad for the West Indies series had in extraordinary session on Sunday about their code of conduct.


The BCB organised the session following reports of widespread code violation in the recent times, especially during the difficult time in Zimbabwe when Bangladesh lost both the test and one-day series.


BCB media manager Rabeed Imam briefed the cricketers for more than two hours in the board room at the Sher-e-Bangla National Stadium on the code of conduct and some other key issues.


Apart from former captain Sakib al Hasan and current vice-captain Mahmudullah, all freelancing players attended the session. Sakib is currently involved in the Champions League Twenty20 with Kolkata Knight riders while Mahmudullah skipped the session to take examination.


' Very rarely we get so many cricketers together. It is what one of those days, so we decided to brief them about certain things, "Rabeed told new age.


' Many cricketers sign the contract without properly reading the code of conduct. So often they make a mistake. We tried to give them the best idea about it,' he said.


' The players were so warned about writing columns in the newspapers without permission from proper channel. It is what a new inclusion in their contract, so they needed to be briefed about it,' said Rabeed.


Bangladesh's players needed only a verbal permission from the media committee before writing columns in the past, but after Sakib stoked up a controversy in his column for a Bengali newspaper during the last World Cup, the BCB decided to add clause in their contract about it.


According to the new clause, any media house willing to a get a column from a contacted cricketer has to apply to the BCB for permission after a reaching verbal agreement with the concerned player.


Only the chief executive officer of the BCB has the authority to allow the players to write columns. Currently three freelancing player - Sakib, batsman Tamim Iqbal and former captain Mashrafee bin Murtaza - are the only cricketers, who are writing columns in the newspapers.


Rabeed, however, said they do not need to obtain any fresh permission after signing a new contract in April.


' Their current contract with the newspapers started long ago and they took permission at that time. However, the BCB can still revoke the permission any time if it wishes,' he said.


The players were also briefed about dope test and match-fixing.


' The team management briefs them over doping and match-fixing from time to time. Still we have told them that everyone should cooperate when there is a random dope test and they should inform anything suspicious immediately to the ICC anti corruption unit,' he said.


' We of therefore briefed the players about BCB's commercial partners. The players were told to uphold the interest of the sponsors, "he said.


"Currently we have four commercial partners - Grameenphone, Pan Pacific Sonargaon hotel, Pespsi and Aamra networks. And they all have different stakes. Players were told not to do anything that is conflicting with our sponsorship deals.'


Media committee chief Jalal Yunus, cricket operations chief Enayet Hossain Siraj and disciplinary committee chief Sirajuddin Mohammad Alamgir were also present during the session.

A leaked US embassy cable has observed that a prophet has no honour in his own country, at least as far as Nobel peace laureate Muhammad Yunus and the Awami League-led government attitude towards him is concerned.


The cable sent to Washington from the US embassy in Dhaka on November 30, 2009, said, ‘Prime minister Sheikh Hasina and foreign minister Dipu Moni made clear their distrust and suspicion of Yunus in several recent meetings with senior US government officials.’


WikiLeaks on August 30, 2011 released a number of diplomatic cables which had noted that while the government claimed Yunus was engaged in corrupt practices at Grameen Bank, his ties to the military-controlled interim administration and his brief contemplation of a role in


Bangladesh politics were more likely the reasons for Awami League’s disdain.


‘No one in Bangladesh can escape politics, however,’ said the November 30, 2009 cable.


One of the cables said Yunus wanted to resolve whatever ‘misunderstanding’ existed with Hasina over his efforts and organisation Grameen Bank and asked the US government to assist him in urging Hasina to change a long-standing rule that gave the government control over his position as Grameen Bank chairman and sought US help to resolve the problems.


Hasina signalled her displeasure with Yunus by refusing to ratify the interim regime’s ordinance that had empowered the Grameen Bank board of directors to appoint its chairman, said the November 30, 2009 cable sent by the then US charge d’ affaires Nicholas Dean.


‘Fearing [that the] government displeasure with him would jeopardise Grameen Bank and his other initiatives, Yunus requested the US ambassador to put in a good word with Sheikh Hasina on behalf of Grameen and Yunus,’ the cable read.


On November 5, 2009, when the US ambassador at a meeting with Hasina raised the Yunus issue, ‘the prime minister theatrically rolled her eyes and shook her head.  She spoke at length about her estrangement from Yunus and nodded her agreement when an advisor in the meeting characterised Yunus as ungrateful for the Grameen Phone deal that the prime minister had made possible.’


On November 11, 2009 ambassador-at-large for Global Women’s Issues Melanne Verveer met with Hasina, when the former was also interested in meeting with Yunus.


 ‘Most keenly, the prime minister felt Yunus had exercised poor judgment by courting military officers who had presented Yunus the possibility of coming to power through military backing in early 2007,’ the cable said. 


‘Perhaps we don’t work together.  But we don’t stop him.  When I was in Sweden (recently), Yunus was there and we exchanged hands.  It is our family tradition.’ Hasina was quoted in the cable to have said. 


When ambassador Verveer met with foreign minister Dipu Moni the next day, however, the latter had a litany of complaints against Yunus. Dipu Moni presented a range of allegations against Yunus and Grameen. 


‘She complained about the high interest rates Grameen charges its customers and alleged that the bank used “vicious practices” to recruit customers and obtain loan payments,’ the cable read.


Dipu Moni said, ‘Yunus broke rules and Grameen didn’t comply with Bangladesh law, including auditing requirements.  Many people in Bangladesh were upset when Yunus won the Nobel Peace Prize given his corrupt practices.’


She also said government leaders understood the power of Yunus’ international reputation and therefore ‘bit our tongues’ when accolades were heaped upon him. 


According to the cable, on a personal note, Dipu Moni the foreign minister also complained that Yunus did not visit Sheikh Hasina in the hospital after she was injured in a 2004 bomb attack.


Ambassadors Verveer and James F Moriarty met with Yunus on November 11, 2009, when Yunus disputed all the allegations and said he and Grameen complied with all laws, including annual audits.


Yunus agreed that the prime minister likely viewed him as part of the caretaker government that tried to remove her and her rival, Khaleda Zia of the opposition BNP, from Bangladesh’s political scene. 


Yunus said Hasina’s attitude was, ‘you’re either with me or against me.’ 


 This dispute also raises questions about the long-term future of Grameen Bank.  Yunus is 69 years old.  Yunus told Moriarty and Verveer that he had offered to retire on a number of occasions, but the bank board had refused his offers, claiming there would be a run on the bank if he left. 


Yunus said he had been grooming a successor, but claimed government leaders had wooed that person into their camp and now he was working against him within the bank.


Another cable sent to Washington on August 12, 2009 by the then US ambassador James F Moriarty in Dhaka, said when the ambassador had met with Yunus on August 9, 2009 to congratulate him on winning the presidential medal of freedom, Yunus reported that tensions between him and the prime minister continued, but he hoped to meet with her soon to clear any misunderstandings over his efforts and organisation. 


Yunus said he had not yet received an appointment with Hasina despite his sending in an urgent request in late July 2009. Yunus perceived that even supportive government officials felt pressured to distance themselves from his recommendations and proposals.


Moriarty in another cable he sent to Washington on May 11, 2009 disclosed that Yunus had asked that the US assist him in urging Sheikh Hasina to change a long-standing rule giving the government control over his position as the Grameen Bank chairman.


Bangladesh’s 2007-2008 caretaker government passed an ordinance removing the GOB’s authority to select the bank chairman, but the parliament has not yet ratified that ordinance, the cable said.


In a May 10, 2009 meeting with the ambassador, ‘Yunus requested our input on the best way to request the PM reconsider her refusal,’ Moriarty said in the cable.


Yunus also discussed with the ambassador his disappointment over the AL government. He said the new government had to focus on the nation’s power needs and improve the quality of government bureaucracy in order for Bangladesh to weather the current economic turmoil, it said.


During the meeting Yunus said parliament had refused to approve an amendment to legislation that established Grameen Bank in the early 1980s; the amendment would have given the bank’s board of directors, rather than the government (as has been the practice), the authority to select the chairman of Grameen Bank, a position held by Yunus since the bank’s inception and renewed every two years.


In order to create Grameen Bank in 1983, Yunus sought support from the government to transform his micro-credit venture from a charitable organisation to a full-fledged bank, the cable said.


The government of Bangladesh passed an ordinance creating Grameen Bank, that decreed that the government would own 60 per cent of the bank and would have the authority to appoint its chairman. 


‘Since 1983, the GOB’s share of Grameen Bank has gradually declined; now the government only owns 5 per cent of the bank.’


The GOB has also continued to re-appoint Yunus the bank’s chairman.  However, Yunus has long desired to change the rule giving the GOB control of his position as chairman, the cable said. 


Over the years, Yunus told the ambassador, he had applied repeatedly to the GOB to amend the rules regarding the selection of the chairman.


The ambassador and Yunus went on to discuss more generally the prime minister’s performance during her first four months in office.


Yunus was critical of Hasina’s actions to strengthen the central government at the expense of local government.  He also criticised the AL government for exacting petty retributions against the opposition Bangladesh Nationalist Party (BNP) and its leader Khaleda Zia.  ‘This is a divisive strategy,’ Yunus said.  The prime minister ‘must build bridges.’


Moriarty commented, ‘Despite, or perhaps because of, Yunus’ international reputation, many among Bangladesh’s political elite regard the Nobel Laureate with suspicion.  In the atmosphere of Bangladesh’s cult-of-personality politics, Sheikh Hasina and others likely view Yunus’ achievements and stature as a threat to their authority; in their minds, his very brief attempt to establish a political party in the early days of the 2007-2008.’


‘Yunus and his supporters, including the United States, need to convince the prime minister that an independent Grameen Bank is in her interest,’ he concluded.

Raschid Khan sagte: ' rund 1.000 Hochschulen sollen im laufenden Jahr in der MPO-Liste aufgenommen werden. Insgesamt 220 Crore Tk wird benötigt für das Ziel zu erreichen, aber die gesamte Mittelzuweisung ist nur 15 Crore Tk für diesen Zweck. "


Außerdem sagte er Reportern, insgesamt 327 Crore Tk wurde für die Bereitstellung der Zeitskala benötigt aber gab es keine Zuteilung auf dieser Kopf.


In diesem Zusammenhang erwähnte Rashed Khan auch, dass das Bildungsministerium das Problem mit dem Finanzministerium, aber ohne Erfolg bisher bereits hatte.


Vor diesem Hintergrund entschied der parlamentarische Ausschuss für Bildung, mit der Premier über die Angelegenheit zu sitzen.


Der Vorsitzende des Ausschusses behaupteten ferner, dass die Mittelzuweisungen im aktuellen Geschäftsjahr im Vergleich zu früheren Geschäftsjahre herausgehauen hatte.

Coastal regions need adequate Cyclone shelters

Speakers at a seminar in Khulna on Sunday urged the Government for effective action to create accommodations appropriate cyclone and the coastal embankments to save the inhabitants of cyclones and water surge higher.

Police, RAB unacceptable excesses: JS Panel

The Parliamentary Committee on the Interior Ministry on Sunday worried the role of the rapid action battalion in the death of a leader of Juba Sanghati in Sylhet on stamping of a pro-hartal vigil in Dhaka by the police and in question provided.

Call to declare Halda as nat’l river

Teachers and students of Chittagong University on Sunday demanded declaration of the country's lone natural fish laiku sanctuary, Halda River, as the national river of Bangladesh.


The demand came at a discussion meeting organised by 'Riverine People', a voluntary organisation, in observance of 'World River Day' at the Conference Room of CU Central Student Union building.


Speaking on the occasion, Monjurul Kibraia, a researcher on Halda River and an associate professor of Zoology Department of CU, said in spite of being a riveine country, Bangladesh did not have any national river, which was a misfortune for US.


' Only the Halda is our own river and it is the largest fishes in the South Asia carp laiku sanctuary of the; that is why Halda should be declared as our national river', he added.


He said, 'we have national fruit, tree, bird, animal and flower but do not have any national river though ours is a riverine country.'


The speakers also called for raising awareness among the people of stopping pollution of Halda.


Rana Abbas, CU chapter president of the Organization, conducted the programs while students from different departments of CU took part in the open discussion.

Market manipulators must not be allowed to get away!

 Unless Prime Minister Sheikh Hasina checks the slide in stock markets, experts fear that the government will bear the brunt of investors? anger making it extremely unpopular among a big cross-section of voters who provide crucial support to any political party.

Directors of 46 listed companies now under SEC pressure to raise their share holding to 30 percent are trying to reduce the prices of shares so that they can buy them back at lower prices.


These directors are working against the interests of small investors by manipulating share prices so that they can pick up the required 30 percent as cheaply as possible.


These directors have a long history of cheating and deceiving small investors. A few of them were caught with their pants down in 1996. But they went scot-free. Now many other manipulators are taking a leaf out of the book of the 1996 villains.


One of the 46 companies under the SEC scanner is Beximco Pharma of Salman F. Rahman. Its directors hold only 3.8 percent of shares. They sold the rest violating SEC regulations fuelling the decline in stock index since January 2010.


Such companies are acting against the government?s initiative ? well-meaning but rather late in the day ? to stabilise the markets and bring back investors? confidence by making big companies accountable to small investors.


On Sunday the markets plunged by 308 points exposing the greed of big companies in the face of small investors? soaring expectations after Wednesday?s package of incentives announced by Securities and Exchange Commission.


Market insiders accuse the 46 companies of fleecing investors to line their own pockets by triggering panic sale of shares held by small investors.


The government has ordered 46 companies to pick up 56.71 crore shares from the market within six months. As per Thursday prices, the companies will have to spend Taka 5612 crores. Hence they are resorting to dubious means to meet SEC?s directives.


One of the best steps announced so far is to draw black money into stocks without asking questions about the source. Any delay in implementing it will trigger the exodus of Bangladesh?s undisclosed and unaccounted wealth to safe havens like Malaysia.


If small investors are cheated again and reduced to poverty, they will be forced to commit crimes destroying the law and order situation in Dhaka and elsewhere in the country. Directors with a history of cheating small investors will not be able to sleep peacefully in their air-conditioned bedrooms at night.


Announcing 21 measures is not enough. The watchdog must not only bark but it be ready to bite those working against the interests of small investors.


It?s high time to implement the recommendations of the Khandkar Ibrahim Khaled Committee and bring to justice the culprits of the 2010 share market scam to put the fear of law in the hearts of today?s scamsters.

Govt backtracks on move to amend upazila actChairmen to retain executive power? Kamran Reza ChowdhuryThe government has backtracked on its move to amend the Upazila Act 1998 to curtail the executive power of the upazila (local government body) chairmen.

LGRD and Cooperatives Minister Syed Ashraful Islam at a meeting of the parliamentary watchdog on his ministry on Sunday consented to the demand of upazila chairmen for retaining their executive power.


Upazila chairmen are enjoying executive power as per the Local Government (Uapzila) Act 1998 and will continue to exercise the power, the minister told the meeting.


The Local Government (Uapzila) Bill 2010, tabled in parliament on December 2 last year, proposed handing over of the executive power of upazila chairmen to the upazila council.


The council consists of chairman, two vice chairmen of a upazila and chairmen of all the union parishads under the same upazila.


Upazila chairmen and vice-chairmen in October threatened that they would resign en mass if the bill is passed in parliament. They, however, refrained from doing so as per advice from the state minister for local government Jahangir Kabir Nanak.


The Upzilla Bill 2010 proposed that the government will be able to suspend any elected chairmen and vice chairmen if the authorities take cognisance of criminal charges against them.


The parliamentary standing committee on the local government ministry also recommended that vice-chairmen should head 17 committees of the upazila council.


As per the parliamentary watchdog?s recommendation, upazila chairmen will issue Annual Performance Report (APR) on Uapzila Nirbahi Officers (UNOs).


?The upazila chairmen will enjoy executive power of the council,? Noor-E-Alam Chowdhury, a committee member who presided over the meeting of the parliamentary body, told daily sun after the meeting.

Monday meaning that the Upazila Bill will get through the House on the day.


Leaders of the upazila chairmen association earlier told daily sun that the bill would make the elected representatives subservient to the Upazila Nirbahi officers (UNOs).


They demanded that the elected chairmen should have the power to issue annual confidential report (ACR) ? an essential document for the promotion of the public servants?to have control over the bureaucracy.


?They (chairmen) will issue APR for the UNOs,? said Chowdhury adding that the standing committee made the suggestion to strike a balance in the upazila administration.


Ruling Awami League?s allies ? Rashed Khan Menon of the Workers? Party and Hasanul Haq Inu of the Jatiya Samajtantrik Dal?opposed curtailing the power of upzilla chairmen.


While tabling the bill in parliament around a year back, Syed Ashraful Islam rejected objection of the two lawmakers, saying that the parliamentary committee will amend the anomalies, if any, in the proposed law.


Prime Minister Sheikh Hasina at a meeting with the leaders of the upazila chairmen association assured them of looking into their interests.

BNP men attacked on way to Khaleda�s rallies

 At least 60 people were injured as ruling party men allegedly attacked BNP activists in Bagerhat and Jessore on their way to the opposition chief Khaled Zia?s separate rallies on Sunday.

In Bagerhat, at least 50 people, including Chitalmari UNO and OC were injured in a clash between Awami League and BNP activists in Chitalmari uapzila headquarters over taking part in a BNP rally.


Police said the clash ensued as some local Awami League activists obstructed the BNP men when they were going to Shat Gumbaj union parishad premises in Bagerhat Sadar upazila to attend the roadside rally of BNP Chairperson Khaleda Zia at about 11:00am.


A chase and counter-chase took place between the supporters of the two parties. At one stage, they attacked each other with brickbats, leaving at least 50 people injured,


Chitalmari Uapzila Nirbahi Officer M Sohel Hasan and thana officer-in-charge Hasan Hafizur Rahman were among the injured.


Upazila Palli Bidyut office, local Awami League office, BNP office and eight shops were vandalised during the two-hour long clash.


Later, police brought the situation under control charging batons on the rowdy activists of the two arch rival parties.


In Jessore, a motorcade of BNP leaders and workers came under attack at Bagachra Bazar and Balunda Bazar in Sarsa upazila on Sunday morning on their way to BNP chairperson?s Jessore rally.

Govt kidney trade case sensational list

The Ministry of the Interior has the authorities on the kidney case in the list of sensational cases ordered trade.

No army deployment, no polls: Khaleda

 Leader of the Opposition and BNP Chairperson Khaleda Zia on Sunday laid down two preconditions for holding elections - keep electronic voting machines out and deploy the army - if the government seriously wants the outcome to be acceptable to the masses.

?Awami League cannot rig the polls if the army is around. Its other weapon for manipulating poll results is the EVM. That?s why it wants to keep the army out and press EVMs into service,? Khaleda said while addressing a roadside meeting at Jessore Eidgah Maidan.


She branded the EVM as a ?machine for vote rigging.?


Khaleda Zia also alleged that the government has left no stones unturned to turn Bangladesh into a province of India.


The former prime minister further alleged that the Awami League-led grand alliance government has failed to sign the Teesta water sharing deal with India due to lack of its bargaining capacity.


She said her party?s countrywide road-march campaign has already turned into a mass upsurge as the government has been identified as incompetent and subservient (to India).


Terming the cabinet worthless, Khaleda Zia said ministers are incapable and know nothing but how to extort money. ?There is no control within the government as well as in the cabinet,? she said.


Dwelling on the ?miserable? conditions of power and energy sectors, Khaleda said Prime Minister Sheikh Hasina could not ensure adequate supply of electricity but she could cut power from the people who do not like her.


?All the mills and factories of Bangladesh are being destroyed in a planned way so that in course of time those could be taken over by India. The government has made all arrangements to make Bangladesh a country subservient to India,? she said.


The opposition leader warned if the situation continues, the country?s independence and sovereignty will be at stake.


?We have to take decision whether we will be subjected to torture or launch movement against this repressive regime,? she added.


Khaleda said an ?oust-government campaign? will be launched after Victory Day and that has to be made successful with spontaneous participation of people from all walks of life.


Organised by the BNP-led four party alliance, the meeting was presided over by the party?s acting Jessore district unit president Shamsul Huda.


After the wayside meting in Jessore, Khaleda Zia went to the mazar of Khan Jahan Ali in Bagerhat, where she offered fateha.


The BNP chairperson said establishment of Rampal Power Plant will adversely affect the ecology and natural beauty of the Sundarbans, world?s largest mangrove forest.


?So a movement should be launched to stop installation of power plant in the Sundarbans. To save the Sundarbans, I am with you and the country?s environmentalists are also with you,? she said while addressing a public meeting held at Khulna Circuit House Maidan.


Khaleda Zia also demanded construction of an embankment in the Cyclone Aila-affected areas and rehabilitation of the affected people there. She asked the government to immediately address the water-logging problem in Satkhira district and end inhuman sufferings of people there.


The former prime minister said that she had written thrice to the Indian government to stop construction work of the Tipaimukh Dam, which will cause a catastrophic impact on the ecology of Bangladesh.


Khaleda said she asked the Indian government to conduct a joint technical survey first before going for implementation of the project.


?Raise your (the government?s) voice against the construction of Tipaimukh Dam. If you do not have the courage, please step down; the people will protest and do whatever necessary to halt it,? she said.


Citing the government?s corruption spree centring construction work of proposed Padma Multipurpose Bridge, Khaleda Zia said two bridges at separate points over the Padma River would be constructed if her party is voted to power.


One of the bridges will connect Daulatdia with Paturia ghat and the other one will be built at Mawa point of the river, she said.


Khaleda alleged the government has given its party leaders the licence to set up rental power plants to commit corruption in a free-style.


The BNP chairperson pledged that if her party is voted to power, it will revitalise the industrial units in Khulna region.


The meeting was presided over by Khulna BNP unit president Nazrul Islam Manju. Senior BNP leaders and also leaders of its alliance partners and like-minded parties spoke at the rally.


After the meeting, Khaleda Zia took rest at Circuit House before leaving Khulna for Dhaka.

Employees protest move to split DCC

 Police intercept Dhaka City Corporation officers and staff as they tried to form a human chain in front of Nagar Bhaban on Sunday, protesting the government?s latest move to chop Dhaka into two administrative areas. sun photoAt least 25 people were injured in a clash with police as employees of the Dhaka City Corporation protested the government move to split the local government body.

Prime Minister Sheikh Hasina, however, the same day justified the government initiative to split DCC saying that the decision is aimed at ensuring better services to the citizens of Dhaka.


The proposed bill is likely to be passed in the on-going parliament session.


Witnesses said police intercepted DCC employees and assaulted them when the protestors brought out a procession under the banner of DCC Officials and Workers Oikya Parishad at 11:00am in front of Nagar Bhaban. Police charged batons on the demonstrators and dispersed them.


Traffic on the road in front of Nagar Bhaban came to a halt as the agitated employees clashed with law enforcers. The clash continued for about 20 minutes when the entrance to Nagar Bhaban remained closed.


Eight of the injured people were said to be policemen and the rest DCC employees.


The DCC officials and employees observed three-hour pen down strike and joined a scheduled human chain programme to protest the government decision to split the city corporation.


Abdul Latif, member secretary of Oikya Parishad, alleged that a group of Awami League supporters hurled brickbats at them from nearby Usmani Uddyan when they were forming a human chain in front of the DCC Bhaban.


?As we went ahead, police in riot gear swooped on us and started charging batons indiscriminately,? he said.


SM Mosharraf Hossain, a union leader of DCC, said police attacked a peaceful procession when it was entering the DCC Bhaban.


However, Deputy Commissioner (DC) of Ramna Zone Krishnapado Roy told the journalists that police had to take action against the agitating people as they were demonstrating by blocking the nearby busy road.


The incident happened only a day after City Mayor Sadeque Hossain Khoka urged the government not to divide the DCC. He also told the media that none of the public representatives and representative bodies demanded bifurcation of DCC.


?It is not true that we are dividing Dhaka, it will remain in its original shape. But we are going to constitute two city corporations with the expanded areas of Dhaka city,? Hasina said while addressing the oath- taking ceremony of the mayor and councillors of Narayanganj City Corporation (NCC) at her office, reports BSS.


Hasina also said a bill to split DCC has been placed in the current session of parliament as the city has now been expanded up to Narayanganj in the southeast and Tongi in the north.


She said the number of city dwellers is increasing day by day and it is quite impossible to extend services to people from one point.


?With the rising number of population, the government has divided the police administration into eight zones to ensure proper service,? she added.


The prime minister said her government wants to strengthen the local government bodies to decentralise power. ?We are working relentlessly for the welfare of the people,? she said.


The government on Wednesday proposed a bill to divide DCC and create two city authorities ? Dhaka North City Corporation and Dhaka South City Corporation.


The proposed DCC bifurcation law, set to be passed in the current session of parliament, will authorise the government to appoint political leaders as administrators to the planned city corporations.


The parliamentary standing committee on local government ministry on Sunday finalised its recommendations on the Dhaka City Corporation division bill tabled in parliament on November 23 with minor changes.


The parliamentary watchdog, however, stipulated that the administrators in the proposed Dhaka North City Corporation and Dhaka City South City Corporation must not stay in office for more than 90 days.


Again, the standing committee also recommended that the elections to the proposed city corporations must take place in 180 days since the passage of the Dhaka City Corporation division bill.


State Minister for Local Government Jahangir Kabir Nanak tabled the Local Government (City Corporation) (Amendment) Bill-2011 for dividing Dhaka City Corporation into two local bodies in the city of 100,000 million people.


?The bill proposed appointment of first class public servants as the administrators to the city corporations. But we have cut the word ?first class? from the paragraph,? Noor-e-Alam Chowdhury, a committee member, told daily sun after the meeting at the parliament building.


?Our recommendation will authorise the government to appoint any high ranking public servants or any competent people as the administrators to the proposed city corporations until the elections take place,? said Alam who presided over the meeting in absence of Rahmat Ali.


?The administrators may even be the political figures,? he said.


Alam, a nephew of Hasina and whip in parliament, trashed the allegations saying an administrator will only be appointed for one term: only 90 days.


?If an administrator cannot hold elections in 90 days, the government will appoint another administrator. But the elections must take place in 180 days for newly created city corporations,? he said.


?Inshallah, the bill will be passed in the current session of parliament,? said Alam.


Local Government Minister Syed Ashraful Islam and his deputy Nanak also attended the meeting.

Magura car accident kills 11

Saudi King's right to vote are women

3 Observed mass collect signature day agitation


The inhabitants of both Australian and Indian enclaves observed their third day programme on Sunday, out of their 10-day agitation programmes, collecting mass signature in favour of their demands for early implementation of the enclave exchange deal between Bangladesh and India.


The general secretary of India Bangladsh enclave Exchange co-ordination Committee of Bangladesh chapter, Golam Mostafa, inaugurated the campaign of mass signature collection at about 11: 00 am on Sunday at Phulbari central Shahid Minar as their third-day programs.


The leaders of India-Bangladesh enclave Exchange co-ordination Committee and the people of Dashear Chhara enclave told this correspondent that they had collected mass signature in Phulbari and Bhurungamari upazila in Kurigram in favour of their demands.


People of all the 162 enclaves inside Bangladesh and India are observing their 10-day (September 23-October 2) agitation programme demanding a specific time frame for early implementation of the enclave exchange deal in line with Bangladesh - India boundary agreement of 1974 country popularly known as Mujib Indira Pact, according to the leaders of India-Bangladesh enclave Exchange Coordination Committee.


The movement would continue until realisation of their demand, the leaders said.

Govt obstructive campaigns for Sept 27 rally: BNP

The opposition Bangladesh nationalist party on Sunday claimed that the Awami League led Government held BNP-led Alliance campaigning for the party planned in Dhaka on 27 September hinder 'grand rally'.

UPDF Mann getötet in Rangamati

Stock investors want finance minister, BB governer to go


Stock market volatility in Dhaka led small investors in Barisal to hold a demonstration on Sunday demanding the removal of the finance minister and the Bangladesh Bank governor.


They also demanded immediate steps to stabilise the stock market.


The protesters formed a human chain in Hall front of Aswani Kumar followed by a rally.


The angry protesters got together under the banner of ' small investors Forum Barisal.'


They have been agitating for last few days of losing their investment due to market fluctuations.


The forum convener Ahmed Ali presided over the rally addressed by investors Sohel Nobel, Sheikh Manirul Islam, Anwar Hossain.


The small investors demanded waiver on interest on the money they had borrowed for investing in stocks.


They also demanded a mechanism to stop the brokerage houses from forcing them to sell their shares.


Investment Corporation of Bangladesh Barisal assistant general manager in Barisal, Saidul Islam said that fear 'seems to have been removed from the investors' mind.


He advised investors to buy shares with strong fundamentals.
